This is some good stuff. I did figure some of it out but your explanation 
does clear things up more for me, thank you. It is on a windows 7 system and 
it's just a not that I have been trying to unravel. I am going to save this 
message for future reference.

It did confuse me as to where it wanted to import from after my wife told me 
to look under the file menu where all of these years I have looked under 
tools and accounts.

Here is the answer. The import is different from doing this in OE. Hope you
have OE on the same computer with outlook 2003. If so:

1. Open MS Outlook 2003;
2. File menu/import and export;
3. When the dialogue opens, arrow down to "import internet mail account
settings and press next button;
4. In the next window choose "microsoft outlook express" if it's not
selected and press next;
5. In the next window choose the account to import and press next;
6. You just follow the wizard and the settings are already filled in. You
just change them if you want. I think only the password should be entered
manualy.

If outlook 2003 it's on another computer or is on windows 7 system, you have
2 choices:
1. To activate windows mail on windows 7 system and import exported OE
account there. Then try to import from outlook. Never tryed it.
2. Install outlook 2003 on the  system where OE is. Import the account in
outlook and just migrate the outlook pst files on the other system.
This are just ideas, but they may work.
