I do not think it is possible to view the Control Panel as a list in Windows 7. It is possible to view it as a grid of icons. At least in this view, first letter navigation works.

Do the following:

1.  Open the Control Panel.

2.  Press Control + e, to get to the Search box.

3.  Tab once to what is labeled the "Category" button.

4. Press Space on this button. It is actually a drop down list. Arrow down to "Large icons", and press Enter.

Hope this is what you are looking for.
