At work I have Adobe Professional and also OPenBook 9. I have found that the OCR feature in Adobe Professional does a pretty good job on many of those "Empty" PDF documents. When I am not successful in Adobe Professional, then I use the OpenBook Freedom printer and send the file to OpenBook. I do not have to deal much with locked PDF files from publishers or PDF's that rely heavily on tables. So, I do not know how much use you will get from this information.
