Well, for example;
Windows 7,
If you wanted to access the 
Sound cards quickly,
You could,
1, control panel,

2, press "s"=sounds link,

3, press applications key,
Up arrow and enter on create shortcut.
Now, from the desktop, you could click the icon and change to the card of
your choice.
Or;
You could,
Try a program called sound switch,
I know nothing about it,
Just found it through google.

What is QuickSoundSwitch?

QuickSoundSwitch is a small System Tray tool, which allows you to switch the
default sound device with only one click.

you want.

Ok, I looked at changing sound card assignments, I think it was called but
what you did is something I already knew and wasn't looking for but after
speaking with others, I don't think a hotkey type of situation would do such
a thing.
