I know how the control works, but I'm not using a brail display.

You might want to mute JAWS speech if you're listening to radio or TV
on-line, particularly if the Web page is updating frequently, or if you're
recording something with software on your computer.

I think the club already gave the answer for this question.

When reading with a braille display, you are also navigating. the 
control key only pauses speech; it doesn't stop it. when you press 
another key JAWS speech will restart.
