This is a windows 7 lap top and it works perfectly here. Focus on the file, hip your applications key. Then arrow down to drop box or just hit the letter D. Right arrow and then up arrow.

I checked it on my desktop running xp, the copy public link was in the list through the applications key, but it is not showing through applications key on window's 7 laptop.
