It might also have something to do with Internet Explorer. That is, there might be some sort of code change in Internet Explorer 9 and Internet Explorer 10 of which Jaws cannot access to convey to the user. The ability to convey web page loading progress might only be possible in Internet Explorer 8 or IE7.
