In JAWS Settings Center, Default All Applications. Type 'key' in the edit, and in the subsequent list of about 14 results you will find the three-toggle radiobutton. (It toggles between Insert, Capslock, and Scroll Lock keys.

On a laptop, if the FN key is controlling functions, this makes things awkward. There it's best, if you can, to turn off this built-in configuration in either one of the laptop's utilities or in its BIOS. (On the laptop unmodified try using capslock, Fn key, and t, for example, to say the title of the active window. It slows you down some! It's the same with other JAWS commands.) So it's either put up with the inconvenience of using the Fn key with another two keys (using at least three fingers), or change it to a more normal JAWS operation.

I hope that explains things. BTW, I succeeded in turning off the hindrant Fn key on my Toshiba Satellite by getting into its HW utilities, as instructed by the secured pdf manual. (I used pdf2txt to get around that.) If you have to do this in the BIOS, you will probably need sighted assistance.

You can assign the Insert key, If you selected to use the desktop
configuration.
And if you select the laptop configuration then it would be the caps lock
key.
I believe this is correct and where can you find the menu to switch back and
forth?

use it as the caps lock key, press that key twice.

But one problem is, how to simulate ins. key, which isn't there?
I know, how to simulate page up/down, home/end, it is fn and arrow keys,
