I'm not 100% sure but I think you have to install an add-on to get download sounds. Could be wrong though, but I don't know where that feature is. You can get add-ons at https://addons.mozilla.org/en-US/firefox/ There are download manager add-ons that do this. There is also an add-on called Navigational Sounds that uses Internet Explorer-like sound effects for a few things including downloads. You can't customize the sounds though.
