There was a post I provided a few months back regarding this where I gave a chart for keyboard commands to accomplish this. I think at the time, someone wanted to do accents for a Scandinavian language. This was Word based. I don't have that file handy, but perhaps you can poke around in archives and see if you can find it. I too use the insert+4, but I find the control+apostrophy then the voul for example in Spanish faster. I know other languages that use accents have different commands.
You can also learn the numpad commands too.
