I found that function by going to the Start page. As you know, if you start typing while on that display, it shifts automatically to the Search field. Type Ease Of Access and then use the up and down arrows to find the specific one we need.
Tab over and you'll find an option which allows messages from Windows to be displayed at 7 seconds, 15 seconds and so on. Once set, I believe that it will stay there as it does with Windows 7.
