I went into that location and there are two places you can change the send/receive time. The first one you come to is the one you want to change the time Outlook send/receive. The next one a couple of tab down is the time for Outlook to send/receive when Outlook is offline. So make sure you are on the first send/receive as this one is for when you are online with Outlook. I hope this makes since.
