Different strokes for different folks. I actually dont' mind this behavior. Instead of searching for a draft, I know I can just look in one draft foldre to find it. The email address the draft was created with is retained in the "From" field. I still double check this part just to be sure though.

So if you do a control Y and then a left arrow you can then get to a list that you can select which account you are in. when you do this and do a test email to yourself and before you send it hit escape it should automatically go to draft or you will be asked if you want to save it. If you say yes then do another control Y and go to draft folder to see if it is there. Do this for all of your accounts and if the emails are not saved in your draft folder then something has been clobared (love that term). One thing are you when opening office in the folders of your email address it helps. I use 2013 business and I have it open outlook by my email address and when moving around to different folders I use shift tab and use letter like D for drafts and then entre.
