Ok here is what I did.
1, insert 6, on the number row
2, arrow down to text processing, right arrow
3, press control shift D
4, arrow down to number and date processing, right arrow
5, down arrow to numeric date and processing
6, press space bar to some translation
7, tab to apply, tab again to ok

 I got it to work...
Went into setting center, numeric date and processing, and set it to some
translation.
Now in outlook 2010, instead of 3/9/2015 it reads march 9th, 2015.
