If you're talking about the out of box setup experience also known as oob, you have to use Narrator for that. If the computer is windows 8 or above, press windows+enter about 3 minutes after you hit the power button the first time. Hopefully, you'll get narrator speech which you can use to finish out of box setup. You can then install jaws by using narrator to get the process started. Close narrator and finish setup with jaws's own speech. Btw, on windows 8 and up, close narrator with windows+enter again just like you did to start it.
