To get into the tools menu when in internet explorer 11 just press the
ult key and arrow over to the tools menu and folow the steps I have below.

to clear cookies on internet explorer 11
go to the tools menu and arrow down to delete browsing history and on
the form make sure cookies is checked and any other item is checked that
you want to delete and then tab down to delete and press enter andthen
close the dialogue.
note you might have to press ult n to land on the close button.
