You mean, Windows key+4, on the numbers row to open the fourth item on the taskbar.
In w-10 to open the jump list items.
Press the windows key.
Go up to all apps, press enter.
Now when down arrowing through your diffent apps and programs on your computer.
You will hear collapsed, press enter to hear expanded.
Now when you hear jump list presence.
Press the applications key, down arrow to the different items on the jump list, press enter to open any of the items.

If I'm understanding your question, I use alt-windows-4 to open the list for
Word, for example, because Word is the 4th item listed in my task bar.
However I think this is a windows keystroke- not a JAWS one.
