Try an USB external keyboard and see, if it's happening still?
You might have a keyboard issue.

I'm using Windows 7 and JAWS 16 and when I press enter to go into a program
or internet site my computer goes to a new browser window instead of
directly to where I want to go. That new browser window is in that program
or site I've chosen. How do I change this so I can go directly to where I
want to go?
