George and all, it is the virtual cursor that keeps turning on and off. It's the insert Z one. I'll be looking through an email or trying to read a Web page, and after doing a few things I'll check to see if the virtual cursor is still on like I want it to be. But it turned off by itself and I have to keep turning it back on with the command insert Z. I can't understand why it's doing this, or why the Web pages get stuck in that spot where it says the web address and home button. I don't know if something in tabs should be changed so it won't stay stuck in that spot. The page is set to refresh as needed but links and headings just don't show up.

Are you sure, you are talking about the right cursor?

And not the virtual cursor,
turned off when navigating your list of files and other areas of the
internet.
Press insert + Z to toggle it on and off.

Fortunately I do have Jaws 16 as well as 17, because 16 seems to behave
better for me.  I am using windows 7 and would like to use 17 more, but in
reading mail, for instance, if I open a message it looks blank. So I'll try
different keystrokes and try maximizing, etc., and then I'll notice the
insert Z cursor is off and not left on.  It happens with Internet Explorer
sometimes too, where the page won't show anything but that top part where it
says home button but you can't get past that part of the page or see links
or headings.  It seems to do this a lot and I also wonder if forms mode
plays a part because forms mode will pop on when I start to reply to an
email or on websites before I'm ready to use it.  Is there a setting that
might help the cursor stay on and help it to read web pages and emails right
most of the time?
