If you can't get startpage set as your search provider, try one of the
following work-arounds, they should yield the same results.
1. As Mike suggested, set startpage.com as your home page, that way when you
launch IE, it will come up, and you can do your web search from there.
I believe Jorge mentioned this as well, in a different manner.
2. Go to startpage.com and set a shortcut to the Desktop.
This is how I access Google, rarely do I directly open IE.
I don't have a home page, I generally operate from IE Favorites.

After looking at the startpage site, I see that it didn't specifically
mention IE 11 on Windows 10.
However, I was able to add it on both my Win7 & Win10 systems but it was no
straight-forward task.
It seems like it was pot-luck, I will have to visit the site again to see if
I can get anything to happen consistently.
Ican tell you this, the first link on the page that says add to your browser
didn't work for me either, but I ended up coming across a link at some point
that said, click here to add to your browser.
If someone doesn't come up with a good solution in the meantime, I will let
you know what I find out.

Oops though- I see that StartPage still does not show up under IE's
Tools/Manage Add-ons/Search Providers... So, I'm reverting to my former
conclusion that it cannot be added to IE11, only to Edge. It's enough to
make me crazy ;)

Follow-up: Just re-checked- and Control-E does show StartPage in the list,
but does not look any different than their home page. Perhaps my
expectations are off here- thought some differences would be detectable.

I had only 2 listed and I understand that you can't delete your default.
When I deleted the second one, it just disappeared but without an edit field
or an 'add' button or anything helpful. Also, on the IE Search Provider
page, names are used rather than URLs- Start Page is not listed and I cannot
see how to add an unlisted one or what I should type to make it happen.
Start Page has a link which says " Add to IE " which has not done anything
on this end. I have Start Page as my home page, but Control-E still brings
up Google instead.
Apparently John Fitzgerald has changed his, but I cannot figure out how.
The StartPage which is supposed to tell you how to do this is

but for Win10 only Edge is listed not IE11- maybe it cannot be done for
IE11?

Follow prompts and delete the search engine you have and type in a new one.
Tab through to the apply button, then the ok.
Or, just the ok button and close the window.
