I just wanted to let you know that my major Outlook 2016 Jaws navigation issue has been resolved. It took a call to Freedom Scientific, and I was very clearly told that the problem was caused by the fact that I was running Jaws 16 version 0.4350. I was instructed to upgrade to Jaws 17, to which I'm entitled, and now my list views navigate much more easily. I am sure I'll still have more questions as I proceed here, but at least Outlook seems much more manageable. Thanks all for your suggestions.
