Hi Tom, I had the exact situation you described. Using Windows 10, JAWS 17, and Office 365, there was an occasion that a message or two would not leave the drafts folder from within Outlook 2016 despite the fact that the messages were sent. Like you, deleting did not work; Shift+Delete was also tried to no avail. Rather than doing the legwork to locate a potential setting configuration in Outlook, I signed into my Gmail account using the web interface and deleted the offending messages from the drafts folder. I have since not had this problem.
