I'm not sure if this will help, but here are the directions for fixing this
in Outlook 2003.

Directions for Changing how messages are included with replies and
forwarding in Outlook 2003

1.  Open "Tools" on the menu bar.
2.  Select "Options" from this menu.
3.  Move to the "Preferences" Tab.
4.  Move to the "E-mail options" button.
5.  As you tab through this dialog box you will come to one item for "When
replying" and  one for when forwarding".  Make sure both of these are set to
"Include Original Message Text".
Select "Ok" in this dialog box, and in the first dialog box.

Hey Guys,

A friend of mine is using Outlook Express.  Everything that she sends has to
be sent as an attachment.  Is there a setting somewhere that she can adjust
so she can send a regular email not in the form of an attachment?  If
someone could please tell me how to do this, I will pass the info on to her.
