Firewall and Security Center are two different beasties, by which I mean that they do slightly different things; security center is responsible for overall security of your computer; a firewall's sole purpose is to block unwanted traffic *to* your computer from the Internet. Security Center has three components; firewall is one of them, along with virus protection and spyware protection. Sorry for the confusion.
