Hi guys, I think that Jim already answered your question. Your LOCAL.REF is a jBASE I-TYPE. Simple, but still I-TYPE. That is why index can not be rather created.
It is very strange that you say indexing works differently on different environments. Are you 100% that it works? Can you prove us with 2 examples? :) Please check dictionary entries, because it may show that your LOCAL.REF is not an I-TYPE on one of the areas.
