When you have connected to their system try and access their router. 

I'm sure you'll easily be able to figure out the IP address/password as it's
likely they have been left as the defaults.

Once you get there you'll usually see a user name or email address in the
setup.

If it's a email address you can contact them that way, if it's a name you'll
probably know them or be able to find them in the phone book.

This is what I actually had in mind but.... I don't know who it is, and I
really don't want to walk the whole neighbourhood, asking folks if they have
an unsecured network set up, 'cause I don't want let anybody know about this
situation.  Just want to keep it between the unknown user and me.

Well, you can,  but it probably involves crossing some lines you don't want
to cross.

You could connect to their network, then open your web browser and go to
http://www.showmemyip.com/ or a similar site. Then you could google the IP
address and you might get a lucky hit -- they might be running a DNS server
or something. But it's more than likely an address from a DHCP or PPPoE
pool, and won't tell you anything. At this point you'd have to decide
whether to give it up, or to sniff their network traffic. I won't give any
how-to advice on that. You can probably identify your neighbor without too
much trouble, but do you really want to do that? And then do you want to
explain how you found out who they are?
