Im not sure if this is the problem, but...
If you're on NT, there are differences between cmd.exe and command.com.
Make sure that you are using cmd.exe for your prompt.

if I double-click the run.bat icon to run jboss, it runs fine, but if I
go into the same directory in a DOS window and type "run" to the command
