  Added:       src/resources/org/jboss/metadata application_1_2.dtd
  Log:
  added the application.xml dtd (v1.2) so the XmlFileLoader can resolve it without 
needing web access.
  
  (no web access and a DOCTYPE tag in application.xml was preventing deployment)
