Just to update everybody...

I think I've got Stateful & Stateless SB tests pretty
much implemented.  If anybody sees anything that isn't
in JCTS that IS in the spec, please let me know.

I'm working on BMP and should have a bunch of stuff
committed either late this week or early next...
