everytime clusters come up and people want to give feedback, we always get
the same message
"we will start implementing clusters in a week"

what I believe we are missing is
a) a technical lead
b) documentation based on mail list elaborations
c) a plan for implementation

if these components are already in place, are they public?
so it would be nice if we could see some more formal organization around the
whole clustering thing :), looks like a lot of developers are very
interested in this and would like to share their opinion.
