OK, OK, A shower and breakfast later....
Of course I am working across NFS, and the clock on my laptop is screwed. However this does make it look like JBoss is comparing file times against it's own clock, rather than against the time that the file was last seen modified at. In many environments (and this happens at the banks at which I work), machines are regularly badly synched and time lags of a minute or so are common-place. Maybe something we should consider in the next Deployer iteration.
