The attached archive is a test case to reproduce the bug.

No configuration of JBoss is required.

The included Ant script packages a session bean configured with a strict 
maximum size of 1.

The first invocation of the ejbCreate method of the session bean throws a 
CreateException.

The first time the client attempts to invoke the method on the remote interface 
an Exception should be returned to the client.  When the strict maximum 
mechanism is working correctly all subsequent calls should work correctly.
