the directory "work" under portal/webdav is created the first time you start 
the server.

What version are you using? binary or source distribution?
The local.properties is used only in the source distribution to rebuild the 
project.

I think you are reading page 7 of the UserGuide.

The guide says:
"Now you can rebuild</b< JBoss portal and redeploy it to change the context 
path."

read... REBUILD.. and not restart.

So you need the source distribution.
and here you can find the properties file.

I installed JBoss Portal 2.0 b1 under JBoss AS 4 SP1 in XP enviroment and i 
haven't problem (installation problem)....

I haven't change the context root.
