I think this is because I removed commons-el.jar. JSF no longer uses it, but it looks like the latest version of JspUtil now calls into it.
I don't think Tomcat/Jasper should be using commons-el because all that functionality was moved into JSP 2.1, right? Or maybe the Tomcat 6 integration has some old code in it? I'll re-add commons-el for now and that should fix the problem until this is sorted out.
