Yes IPC is present. In order to make it more official we decided to release it in a separate jar file called portal-api-lib.jar.
The package have been renamed to org.jboss.portal.api.* to ensure a correct scoping. Also as this jar is independant and small it is easy to add it in your projects. Just keep in mind that it should not be included in your war files as that would lead to class cast exceptions.
