I am ready using -Dfile.encoding=utf-8.
In your test code you must to use:
os.write(msg.getBytes("UTF-8"))

You are using:
os.write(msg.getBytes())
Please, try using jbossws 2.0.0.GA to same wsdl, should work.
Try use POST of jbossws 2.0.0.GA in your test code.
