It seems there's a timeout exception connecting to 10.10.15.21 on port 8080 when excecuitng HTTP POST on URI /matter/billing/LegalBillSubmit.serv.
HTTP POST method is often used on form submit. May be it's a socket timeout on Sun Webserver or on the remote site 10.10.15.21. Any error on the remote site logs?
