You can just document that you checked out facelets code by date (with CVS command to check out facelets code by date from CVS). And use build of that snapshot in Seam. More people are upset that Seam ships with badly broken facelets. ui:insert is core facelets tag, there is no substitution for it and there is no workaround for that bug.
