In case anyone is interested I figured out the problem. I did not have ioser12.dll on my Path. Obviously it is a native DLL and loaded from the path. Since I am trying to stick with running Borland's delivered version of 1.3 JDK I used JBuilder's file. So I simply added <JBuilder>\jre\bin to my path and that solved the problem.
