All, I was able to resolve this issue. The problem was some bugs in the JDBCRealm.java file in the tomcat distribution. Basically, if you use the <userName> and <password> directives, and need to restart, it doesn't work properly. There were also some other issues with restarting and prepared statements. I have implemented a hack to get around this, and if anyone is interested in seeing the source, just let me know.
