I do not see how changing the scan period will help. If you happen to start copying a file just as the scanner starts scanning you will get the same problem.
A better solution would be for the scanner to add a 'grace period' of a few seconds before attempting to read the new WAR file. Setting this period to 0 will give you the current behaviour.
