I am looking at the same issue at the moment myself. The main points at which it seems to use large amounts of CPU are when I save the process, attempt to add an action, and when I asign a handler to an action. Eventually the operations complete. I left eclipse sit several times just to see if it would ever return and it does and the CPU returns to normal. Hope that helps somebody some.
