If you *create* a shell script on a samba share using a Windows text editor then chkconfig will barf. It's actually choking on CR-LF line-breaks. These exist because even editors that know about Unix files - like Textpad - use DOS format when *creating* files. You must *specify* unix line-break format when you first save the file.
