According to your schema, an instance of EnrollmentMessageType whose first child is a svc:firstName element is invalid. Marking an element as nillable means the appearance of attribute xsi:nil has semantic significance: explicit absence of information. It does not mean the element is optional. To make it optional, you specify minOccurs="0".
