We use this with JBoss-4.0.4 in a similar way. You may try is without the leading slash in the resource's name. If I remember correct, this is not needed | not allowed. The resouce is searched along the class path. If it's in a subdirectory, e.g. META-INF then "META-INF/config.properties" has to be used.
