JSF automatically loads faces-config.xml so you shouldn't have a specific reference to it in web.xml. You only need to put other files to load in javax.faces.CONFIG_FILES. If you do include it it gets loaded twice and hence all sorts of bad stuff happens (e.g. two Seam Phase Listeners are loaded)
