Make sure that the TEMP environment variable doesn't have any spaces in the file names. This is especially true of Windows 2000/XP machines where by default the TEMP variable is set to c:\Documents and Settings\<user>\Local Settings\Temp.
There fine folks at Jetty are aware of the issue and are working on a solution (or maybe they already have one).
