What he means is that jboss includes a servlet engine (Jetty or Tomcat), but it is not a servlet engine itself.
I'm going to be integrating JBoss with JBuilder7 myself, so when I get to it, I'll let you know what I did.

Haven't used JBuilder 7, but could it be because JBoss is not a servlet
engine?
Try building your web application after specifying Tomcat or Jetty
(depending on the JBoss distribution you downloaded) in JBuilder.
Just a wild guess .... :)
