The site has been redesigned recently, might have something to do with it. The jbossj2ee-src.zip download is on http://www.jboss.org/docs/index, and contains build.properties. The 1.3 tutorial is the correct one, and once you have obtained jbossj2ee-src.zip, it should help make things a bit clearer :-)
