The DTD comments say the doctype should be:
DOCTYPE jboss-web
PUBLIC "-//JBoss//DTD Web Application 2.3//EN"
"http://www.jboss.org/j2ee/dtd/jboss-web_3_0.dtd";
You're declaring 2.2, does changing that make a difference? (the dtds should be
resolved locally, but only if there's an exact match of the doctype).
